WhatsApp chatbot prices in Dubai and the UAE, 2026: agency quotes vs monthly plans
Last updated 27 October 2026
Ask three Dubai agencies for a WhatsApp chatbot quote and you will get three numbers between AED 8,000 and AED 150,000, before a monthly retainer. Ask a subscription platform and you will get AED 99 to AED 550 a month with no setup fee. Both answers are real. They are prices for two different things, and most businesses asking the question only need the second one.
This page lays out both sets of numbers as they stand in October 2026, with sources, plus the one bill everybody pays either way: Meta's own per-message fees.
What agencies in Dubai charge
Published 2026 figures from Dubai agencies and cost guides cluster like this:
- A basic flow bot, menus and fixed FAQ answers, from about AED 1,500 to 8,000 to set up, with simple builds reaching AED 20,000.
- An AI chatbot on the official WhatsApp Business API, holding a real conversation in Arabic and English, typically AED 15,000 to 50,000 to build.
- An enterprise build with CRM, payment and booking integrations, AED 60,000 to 150,000.
- Ongoing costs of roughly AED 1,500 to 5,000 a month for hosting, maintenance and retraining. One guide puts the median real spend at AED 6,500 up front and AED 2,400 a month.
Those numbers are not padding. A custom build means a developer writes your conversation logic by hand, hosts it, and is on a retainer to change it. For a bank, a hospital group or anyone with procurement rules and bespoke systems, that can be the right purchase.
What subscription platforms charge
The same capability, an AI agent answering on your own WhatsApp number over the official API, is sold as a monthly subscription:
| Kind of platform | Monthly price | What is included |
|---|---|---|
| Jabee (ours) | $49 (about AED 180) | 1,000 AI-answered messages, Arabic and English, WhatsApp plus Messenger and Instagram, 3 team seats, bookings, your own API tools |
| Gulf-built, WhatsApp only | AED 99 to 550 | AI replies bundled by tier, typically 500 to 15,000 messages and 3 to 25 seats |
| Global marketing suites | $59 to $160 once the AI add-on is counted | Inbox and broadcast campaigns; the AI agent is often a separate subscription on top |
| Budget platforms priced for India | under $40 with add-ons | AI, builder and extra seats are usually separate line items that add up |
The structural difference from an agency build: setup is self-serve, there is no retainer, and the conversation logic is not a flowchart somebody has to maintain. The AI reads your website, your price list and your answers, and when either changes you update the source, not the bot.
Full disclosure: Jabee is ours, so judge that row the way you would judge any vendor's: against the public pricing pages of whatever you shortlist, with the add-ons counted in.
The bill everybody pays: Meta's own fees
Whichever route you choose, WhatsApp messages travel on Meta's Business Platform and Meta bills the business directly. Since 1 October 2026, replies inside a customer's 24-hour service window are charged at the market's utility rate after the first 1,000 free messages per phone number per month. For UAE recipients that rate is currently around AED 0.04 to 0.06 per delivered message.
A shop answering 800 customer messages a month therefore pays Meta nothing. One answering 3,000 pays Meta roughly AED 80 to 120. An honest quote, from an agency or a platform, states this bill separately; a quote that hides it is a quote you will rediscover on your Meta invoice.
How to choose in five minutes
- Count your months. An AED 20,000 build plus AED 2,000 a month costs AED 44,000 in year one. The most expensive subscription in the table costs about AED 6,600 a year.
- Ask who updates the answers when your prices change. If the answer is "log a ticket", that is the retainer talking.
- Ask whether it runs on the official WhatsApp Business API. Unofficial tools are cheaper and get business numbers restricted.
- Ask what happens to the questions it cannot answer. The right answer is a handover to a person, not a loop.
- If you have bespoke systems a bot must act on, check whether the platform can call your own API before assuming you need a custom build. Some can.
Frequently asked questions
How much does a WhatsApp chatbot cost in Dubai? A custom agency build runs AED 8,000 to 150,000 up front plus AED 1,500 to 5,000 a month, depending on complexity. Subscription platforms with AI included run AED 99 to 550 a month with no setup fee. Meta's own per-message fees are billed separately to the business in both cases.
Is there a free WhatsApp chatbot? The WhatsApp Business app's auto-replies are free but canned. AI platforms bill monthly because every AI answer costs real model usage. Meta's own Business Agent is pay-per-use at $2 per million tokens, roughly 4 to 5 US cents a reply, with no free tier.
Do I pay Meta on top of the chatbot subscription? Yes, and on top of an agency build too. Meta bills your business directly for delivered messages: service replies are free up to 1,000 per number per month, then charged at your customer's country rate, around AED 0.04 to 0.06 in the UAE.
Does a chatbot need my website? No. Platforms like ours also build from a price list, a PDF menu, a photograph of a price board, or typed answers to a few questions. A website makes setup faster but many Gulf businesses run entirely on WhatsApp and Instagram without one.
Will a chatbot work in Arabic and English together? The good ones do, including replies to messages that mix both languages in one sentence, which is how much of the Gulf actually writes. Ask to see a mixed-language conversation before you buy, whatever you buy.
