WhatsApp Business API pricing in 2026: what you actually pay after 1 October

From 1 October 2026, Meta charges businesses for service messages on WhatsApp. A service message is a reply you send inside the 24 hour window a customer opened by messaging you. Until now those were free. The first 1,000 per phone number per month stay free, and after that you pay per delivered message at a rate set by the customer's country.

That one change moves the cost of running customer service on WhatsApp from zero to a real line item, and most of the pricing pages published before September 2026 are now wrong. This page is the version with the new rules in it.

What is a service message, and why does it now cost money?

A service message is any message a business sends to a customer inside 24 hours of that customer's last message. It is the ordinary back and forth of answering a question. Meta previously billed only template messages, the ones a business sends to open a conversation. From 1 October 2026 both are billed, with a free allowance of 1,000 service messages per phone number per month.

The practical consequence: if you answer customers on WhatsApp and never send marketing blasts, you used to pay Meta nothing. Now you pay for everything past the first thousand replies.

How much is a WhatsApp service message in the UAE?

The UAE rate is $0.0157 per delivered service message, after the first 1,000 per phone number per month. Rates follow the customer's country rather than the business's, so a Dubai shop answering Dubai customers pays the UAE rate, and the same shop answering a customer in India pays the India rate.

Worked example, one number, 3,000 replies in a month:

At 10,000 replies the same number pays about $141. At 500 replies it pays nothing.

What about the AI that writes the replies?

That is a second bill, from whoever provides the AI, and it is usually larger than Meta's.

Meta's own AI, Business Agent, stopped being free on 1 August 2026. Meta bills it at $2.00 per million tokens and states that a typical message runs 20,000 to 25,000 tokens. That works out at roughly $0.040 to $0.050 per reply.

For comparison, an agent built on a small, fast model costs far less. Running Claude Haiku 4.5 at $1.00 per million input tokens and $5.00 per million output, a customer question that triggers one knowledge search uses roughly 6,500 input tokens and 180 output tokens across two model calls. That is about $0.0074 per message before prompt caching, and nearer $0.006 with caching on the system prompt. Those token counts are estimates measured from our own code rather than published figures, and we label them as estimates for that reason.

The AI is where the difference is. The platform fee is identical whichever agent you use, because both send the same WhatsApp message through the same API.

So what does a month actually cost?

Three bills, and it helps to see them separately.

  1. Meta, per delivered message past the free 1,000
  2. Your AI or software vendor, per month or per message
  3. Your BSP, if you use one. A business solution provider is a reseller that sits between you and Meta. You do not need one: Meta's Cloud API is hosted by Meta and you can connect to it directly, add your own payment method, and be billed by Meta. If you do use a BSP, check whether they add a markup, because some still do.

A small business doing 3,000 replies a month on one number, using a $49 tool with 1,000 messages included and $0.05 per message after:

The number worth noticing is the overage, not the subscription. Any WhatsApp pricing page that shows you a monthly figure and not a per message figure is hiding the part of the bill that grows.

Prices checked September 2026. Vendors change them often, so treat this table as a snapshot with a date on it rather than a live feed.

How to work out your own number in two minutes

  1. Count the replies you send in a normal month. Look at your phone, count a normal day, multiply by 30. Most small businesses guess high by about double.
  2. Subtract 1,000 per phone number. That part is free.
  3. Multiply the rest by your customers' country rate. $0.0157 for the UAE.
  4. Add your software subscription, and its overage rate times the same number of messages.
  5. Add nothing for a BSP if you connect to Meta directly, which you can. If you use one, ask them plainly whether they mark up Meta's rate.

If the answer is under $50 a month, the pricing question does not matter and you should pick on whether the thing actually answers your customers well. If it is over $300, the per message rate matters more than the subscription, and you should be comparing overage rates rather than headline prices.

Frequently asked questions

Is WhatsApp Business API free? No. The WhatsApp Business app on a phone is free. The API is not: Meta bills per delivered message, and from 1 October 2026 that includes service messages, the ordinary replies inside a customer's 24 hour window. The first 1,000 service messages per phone number per month are free.

Does the customer pay anything? No. The customer pays nothing beyond their normal data. All WhatsApp Business charges fall on the business.

Which country's rate applies? The customer's. A business in Dubai pays the UAE rate for UAE customers and the Saudi rate for Saudi customers, on the same number in the same month.

What counts against the free 1,000? Service messages, per phone number, per calendar month. Template messages are billed separately and do not use the free service allowance.

Is Meta Business Agent still free? No. It stopped being free on 1 August 2026. Meta now bills its AI replies at $2.00 per million tokens, which works out at roughly $0.045 a reply at Meta's stated token use, and its free tier runs on the WhatsApp Business mobile app rather than the API.

Do I need a BSP to use the WhatsApp Business API? No. That was true in the On-Premises era and has not been since Meta launched the Cloud API, which Meta hosts itself. You can create your own Meta app, own your WhatsApp Business Account, add a payment method and be billed directly. A reseller is a convenience, and it is worth knowing that a BSP shares a credit line into your Meta business portfolio which, per Meta's documentation, only they can revoke.

Can I avoid these fees with an unofficial library? You can, until your number is restricted. Unofficial libraries that log in as a WhatsApp user are against Meta's terms, and businesses lose the number their customers know. The fees are the price of a number that keeps working.
